Peter Batey and Peter Brown on Liverpool University have used P² People & Places to evaluate the effectiveness of Sure Start initiative targeting in eight cities. The study uses the classification to show the degree in which targeting of the Area Based Initiatives (ABIs) has been ineffective or incomplete.
The article appeared in the June 2006 issue of BURISA, the newsletter of the British Urban and Regional Information Systems Association.
